OpenAI CFO Sarah Friar confirms fundraising talks at valuation roughly 50% above March round and says infrastructure investment continues regardless of election outcomes
Microsoft, Meta Use Neocloud Deals to Obscure AI Infrastructure Cost
The neocloud agreement structure allows hyperscalers to expand AI capacity while avoiding balance sheet capex recognition, making the true scale of infrastructure investment less visible in reported financials. CoreWeave's rising bond yields signal financial stress at one of the key intermediaries enabling this structure.

The full picture
Microsoft and Meta are using neocloud agreements to keep large portions of AI infrastructure spending off their balance sheets. Microsoft's $60 billion in neocloud agreements are recognized as operating expenses rather than capital expenditure, keeping that spend off its cash flow statement, while its 2026 capex guidance of $190 billion could consume roughly 95% of its estimated $200 billion in operating cash flow. Meta faces potential free cash flow negativity in 2026 given capex guidance of $125-145 billion against $136 billion in expected operating cash flow, with $62.2 billion in neocloud agreements further obscuring its true infrastructure cost. CoreWeave, one of the neoclouds facilitating these arrangements, has 1GW of active power out of a 3.5GW contracted pipeline and aims to convert the majority to active capacity by end of 2027. Nebius holds 3.5GW of contracted power and targets up to 1GW of connected capacity by end of 2026. CoreWeave has since taken on excessive debt, with its bond yields rising above 15%.
