US firms integrating Chinese AI models

The gist

Chinese AI adoption surges in US alongside new revenue-sharing terms

Chinese AI models are being deployed through U.S. cloud infrastructure at significant scale, including from developers on the U.S. Entity List, creating export control compliance exposure. Revenue-sharing terms on open-weight releases change the cost structure for companies building on these models.

U.S. cloud providers including Microsoft Azure, Together AI, Fireworks, Groq, SambaNova, and Cerebras now offer fully managed Chinese AI models, including models from developers on the U.S. Entity List, raising export control compliance questions. Chinese AI models held 61% market share on the OpenRouter platform as of February 2026, with Z.ai's GLM 5.2 growing 27x in daily token volume and 80x in customer count in its first full week on Vercel, and a roughly 178x price gap between DeepSeek V3.2 ($0.42 per million output tokens) and Anthropic Claude Opus 4.6 ($75 per million) cited as an adoption driver.

Alibaba plans to require large commercial users of the open-weight Qwen3.8-Max to share a portion of generated revenue, with the specific rate and user threshold still unfinalized. Qwen3.8-Max has 2.4 trillion total parameters and 95 billion active parameters, marking the first time Alibaba has open-sourced a model at this scale. Alibaba is the second major Chinese AI lab in two weeks to attach commercial terms to an open-weight release, following Moonshot AI with Kimi K3. DigitalOcean CEO Paddy Srinivasan confirmed a commercial agreement with Moonshot AI and said such revenue-sharing deals are taking shape more broadly across the industry.

US lawmakers opened an investigation into American companies integrating Chinese AI models, a trend reported August 20 that includes Harvey building a model partly on Moonshot's Kimi K3, Snowflake integrating DeepSeek, and DigitalOcean partnering with Moonshot to offer Kimi K3 to customers. A policy expert said the Executive Branch and Congress are expected to signal opposition to such adoption, with procurement bans for government contractors under consideration; some agencies have already banned Chinese AI models, but private companies face no restriction.
