Meta Muse Tops 10M Downloads; EU Launch Faces Regulatory Barriers

The gist

Muse's rapid download growth tests whether a paid AI agent with deep cross-app data access can sustain consumer adoption at scale. Its EU regulatory gap, particularly around DMA Article 5(2), means a major market remains closed until Meta resolves outstanding compliance requirements.

The full picture

Meta Muse has reached 10.2 million U.S. downloads within 40 days of its September 8, 2026 launch, a growth pace that only 11 other apps have matched, most of them mobile games. Daily active users stood at 2.5 million on October 16, up 15% in a week, though still under a quarter of total U.S. downloads. Seven-day retention is 30% and 14-day retention is 23%, compared to rival averages of 19% and 16%. By September 30, Muse had reached approximately 5 million downloads and ranked first on free-app charts in both the U.S. and Canada.

Muse is a paid personal AI agent priced between $20 and $100 per month, launched with a U.S.-first, adults-only rollout. It integrates with a user's Facebook, Instagram, WhatsApp, email, and payment details and can perform tasks including sending emails, shopping, booking travel, and completing personal projects. At META-Connect on September 23, Meta expanded Muse Connectors to include Walmart, Best Buy, Sephora, PayPal, Expedia, GitHub, and other retailers and services. Meta has since added connectors for Slack, Notion, Figma, Canva, Shopify, and Zoom. Meta gives users an opt-out from having Muse interactions used to train future AI models and plans to release an encrypted version later in 2026 that would prevent even Meta from accessing session content by default.

The EU path for Muse is blocked on multiple fronts. Meta has not published a Data Processing Agreement for the Muse model API, a Confidential VM public audit, or an EU launch announcement with data residency terms. Muse's core capability of combining data across Instagram, WhatsApp, and other Meta services runs into DMA Article 5(2), which prohibits such cross-service data combination without valid consent for Meta's designated gatekeeper platforms. Meta previously received a 200 million euro fine under the same scrutiny. European regulators have begun scrutinizing Meta's AI data practices, and U.S. lawmakers have been vocal about the need for AI oversight. Muse's data collection has been described as more sophisticated and potentially more invasive than Meta's prior data controversies.

Needham retained a Hold rating on Meta stock, noting the shares have returned 25% over six months and trade near an InvestingPro Fair Value estimate of $725, suggesting AI gains are largely priced in.
