Anthropic published its annual usage policy update on October 8, 2026, making changes across several categories. A new section titled 'Do Not Engage in Deceptive Campaigns or Artificial Activity' consolidates previously scattered rules on fake accounts and fabricated news, covering both political and commercial deception. The elections section was refocused on preventing voter deception and election disruption, and a prior blanket ban on personalized vote and campaign targeting was removed to allow uses such as multilingual voter information. Weapons prohibitions were clarified to explicitly cover guidance and control software, drone arming, and other components that make weapons function. New requirements apply when Claude is connected to autonomous physical hardware: a qualified operator must be able to observe and stop the equipment, and the equipment must hold a safe state if Claude is disconnected. The update also adds a prohibition on sustained and needless abusive or cruel behavior directed at Claude models, complementing an existing ability for Claude to end conversations with persistently abusive users on Claude.ai and Claude Code.
